IDRA President and CEO Celina Moreno, J.D., has appointed Morgan Craven, J.D., to serve as the organization’s Chief Strategy Officer.
Morgan will continue to help translate IDRA’s visionary strategic plan into bold action that advances our mission to ensure equal educational opportunity for all children. IDRA is a national education leader that connects research, policy, and people power for durable, systems-level impact.
“Morgan is a creative problem-solver, can cut through complexity, and has a profound commitment to the promise of young people,” Celina said. “I am thrilled she will use her talents to strengthen IDRA’s strategic impact in this critical moment for students in public schools.”
Morgan previously served as IDRA’s National Director of Policy, Advocacy and Community Engagement. She will stay engaged in national and state education coalitions, lead several student advocacy leadership programs and produce research and writing about education law, policy and advocacy.
Morgan received a bachelor’s degree in international relations from Stanford University, with a secondary focus in African and African American Studies. She earned a law degree from Harvard Law School.

IDRA President and CEO Celina Moreno, J.D., has appointed Chloe Latham Sikes, Ph.D., as IDRA’s Director of Policy, Advocacy and Community Engagement. Chloe will support the integration and coordination of policy research, development and advocacy efforts across Texas, Georgia and nationally.
“Chloe’s on-the-ground coalition advocacy at the Texas Capitol and her breadth and depth of policy expertise has made her one of the most effective coalition builders in our state,” Celina said. “Her combination of heart, integrity and credibility will prove invaluable as we work to protect the progress toward educational justice that IDRA and our partners have achieved since IDRA’s founding.”
She previously served as IDRA’s deputy director of policy from January 2020 to August 2026. In that role, she focused on IDRA’s Texas state policy priorities and coordinated the Texas Legislative Education Equity Coalition. She will continue to lead IDRA’s Texas policy research and legislative strategy on school finance, quality education for emergent bilingual students, and educational issues for students who are immigrants.
Chloe earned her doctorate in the educational policy and planning program at the University of Texas at Austin. Her dissertation examined how school district leaders understand and respond to the effects of immigration policies on their school communities. She holds a bachelor of arts in anthropology from Grinnell College, with a concentration in global development studies, and a master of arts in curriculum and instruction from the University of Texas at Austin.
